Either switch to DateTime, which has a lot of deps, or set the locale properly for POSIX::strftime.

Windows is slightly different. This patch should work on Windows as on Linux/others

The previous change 11659 did only work on Windows - which seems to use different locale names. This patch should work on other platforms as well.
