SBC fails firmware upgrade if SC has a bad internet connection

BUG 8414 maybe related. Other customer reports of "controller firmware upgrade" failures maybe related as well. ---------- When testing bug 8414, I noticed that when I don't have an internet connection on my target system, SBC fails to upgrade or downgrade the firmware. Even if the jive.bin file exists in the proper folder. Unlike all our other products, the Controller REQUIRES a stable, working, solid connection to the internet to upgrade the firmware. I suggest we make the jive more like all the other products, in that it does NOT require an internet connect just to update the firmware. ----------
Technically it only requires a connection when SC starts up to check for a newer jive.version file.

When SC is not on the net, the SBC won't update the firmware. With r2448 on the SBC, and r2722 in the Cache directory, the SBC reports that r2448 is the "up to date" firmware. Manual selecting Begin update" will generate an error condition. If I take exact same SBC and system, and connect it to the net, all works fine.
