+1 and -1 for the move up/down need to be uri escaped in order to work properly.  applies to 6.5.2 and 7.0 default skin, and EN

According to RFC 1738 the - and + characters should be OK in a URL. Is this a limitation of the HTTP implementation that SlimServer is using or is the problem elsewhere?
