song file that is ignored by the SB server scan

I am using iTunes with normal/default install on WinXP and running SB Server
7.4.1 and also tried 7.5.0 beta and in both cases songs with foreign characters
are ignored by the scan.  I detailed the problem in this thread on the forums:

I am attaching a song file that does not import correctly.
