discrete power commands (power_on, power_off) should act immediately

Fab4 and Baby now support power_off and power_on IR codes, but require the IR remote to send each code for 1 second (a "hold" operation). The older players (Classic, Boom, etc.) respond immediately to power_on and power_off, which makes for a better user experience. Fab4 and Baby should also respond immediately to discrete power commands. Also see bug 12246. Thanks.
