If you set the baby brightness to low, this setting is not honored whenever the screen comes on for the first time, until you go into the brightness setting again.

To reproduce:
Set brightness to minimum, and set screensaver to be 'dark'.
When screen comes back on, it does not honer the brightness setting.

Also, it's not honored on reboot.

this is a near dup of 12771, but I'm just going to make the two dependent on each other since they are slight variants

as far as I am aware 12771 and 12887 are fixed.

These bugs have all been marked resolved and belong to a component which is being removed.  Therefore they have been moved to the most applicable of the new components.
