Set brightness to manual.  Set as low as possible.  Pull plug & reboot.  Brightness comes back to default setting.  However, if you go into brightness setting dialog, the bar is still set low.  As soon as you touch the bar, brightness goes back to where the bar tells it to be.

Brightness is now set correctly to the brightness in the setting after the FAB4 is rebooted. 
Fixed in Revision 6378.
