I believe that this one is unrelated to bug 11169 becuase that one was (originally) about screen transitions.  This one is strictly about an occasional problem where the screen starts to flicker after a long period of inactivity.  Several people have noticed it now but other than that there isn't much information.  Hitting the reset button on the back clears up the issue.

Doug: please read all the comments, this is the same issue as reported.  The root cause is a Frame Buffer issue.

No matter WHEN it occurs.

Doug: please also look at bug 12303, does that describe the behavior you are seeing?

Sounds more like a duplicate of 12303 than 11169, yes.  I was searching for "flicker" instead of "strobe" so I didn't see that one earlier.
