+++ This bug was initially created as a clone of Bug #10745 +++

SC 7.4 no longer offers to upgrade Controller firmware.  

Controller has r3476
SC > Cache has r3822

DEBUG log shows NO jive activity.  I.E. no logging data (see attached)

In a recent sw conf. call (I forget whether it was the bug meeting or Mickey's SW meeting) all the participants noted it was lame that the controller has to wait for a FW to be cached on the local SC before being downloaded to the device for installation.

There was a consensus that we should work out a way to download directly from the Slim Devices servers to the device.
