In squeeze center if I navigate to the following:

Music Library > Artists > Chris Cornell....

I get 2 albums listed:

- Carry On
- Euphoria Morning

If I click "all songs button", instead of simply getting a list of
songs from those 2 albums I get a list of ALL tracks that Chris
Cornell is noted as a composer on by other artists such as
"Soundgarden".

Steven notes there is an option to filter out composers from this list.  This flag should be obeyed when browsing in this way.

I agree that this is a bug.

I have the Composers checkbox ticked within Settings > Music Library.  So SC will display composers in the Browse Artists list.

I have an album Rocks The West by California Guitar Trio, on which one track has COMPOSER=Ludwig Van Beethoven.

If I go to Browse Artists > Ludwig Van Beethoven, I see albums by Ludwig Van Beethoven, and also Rocks The West, which is correct.  If I hit play on Ludwig Van Beethoven, it plays everything that I see listed under that artist (composer).

Fine.

If I untick the Composers checkbox, I can still browse to Ludwig Van Beethoven, as I have an album with ARTIST=Ludwig Van Beethoven.  It doesn't show the "Rocks The West" album by California Guitar Trio, even though Ludwig Van Beethoven is a composer on that album.

If I hit the "All Songs" play button (or press play on Ludwig Van Beethoven in the Browse Artists list), it plays everything that Beethoven has an involvement with, which is more than the items listed on the page.

This is not good!  What you see listed should be what is played if "Play All" is chosen.

Playing all music by an artist should always play all songs where the artist has any contributor role.  Browsing to an Artist should always show all music by that artist.

The tooltip for the Composer, band and conductor checkbox settings says "Song information about composers, bands and orchestras can be included in the artists list for browsing and search.".  But it does also seem to filter in albums context too (doesn't indicate that it will do that).  I don't think that is intentional - browsing to an artist should display all music by that artist.

The intention, which is backed up by the tooltip text, was that the option controls whether composers will be listed in the Browse Artist list.

If it should also control what is displayed when you browse albums, then the tooltip text is incorrect, and pressing play on an artist or list of albums should also obey the same rule for consistency.
