Idea came from SP skin meeting.


"True fullscreen" means full screen skin selected and turn on Fullcreen sdl video mode.

There is some question about whether the user would have to have fullscreen skin selected when they go to full screen or would clicking the maximize button always switch to fullscreen skin.

Moved to 7.4 since we provide a means to do fullscreen via the skin selection menu.

7.4 does not exist, re-targetting to 8.0.
