Essentially this would be a page, or a link that pops up a small window, that provides information on anything we choose.  

This would be a good way to communicate what's new in the latest rev of SC, but more importantly it would be a good way to warn users of a problem we may have learned about.  (example: bug 8593, here we could warn users that sync'd Booms don't process alarms correctly.)

This page should be dynamic and loaded from an online source, so we can change it quickly and easily at any time.  

If the content has changed, we should blink or alter the link to call attention to it.

Lastly, the page could be tabbed, to include: "News", "Changes", "Known issues" ... or something similar.
