Should we be able to support Free Format MP3 files with bitrates higher that 320kbps?

I have been attempting to assist a customer that has sent me the attached file.

The problem he is having is when you try to play these tracks, it starts 10-20 seconds into the track. It does not reflect it in the timer, but you can hear that it does not begin at the beginning of the track.
