mms://dms-cl-021.skypro-media.net/drs3-128 - this stream now does play without the background noise reported before, but it's too slow. All moderators sound drunk.

What is the bitrate?  

I suspect it's related to the 44.1/48k switch

Sean, please check the 48kHz bitrate -- we need to verify this.

How would I know the kHz?

This stream is 128k, 16/48.  You can run with scan.scanner debug to see the dump of WMA header info.
