Need to be able to start the server just using the cache in the DB.
Never have it scan unless I rescan or wipe cache....ever....
If you have a ton of music this rescan is a waste of time since I really I 
only need to do a scan ever couple of weeks.  I will do a wipe and rescan 
before going to bed and let it go.  Plus, have a flag that will block any 
rescanning on its own.

there should be no scanning on startup in current builds.  if you are
experiencing a rescan, please supply more details as to which scans are being
triggered.  

note: importers like itunes, musicmagic and moodlogic may all be set with a 0
reload interval in 6.1 builds.  This disables any automatic rescan for those.

Appears to be fixed in 6.1.  Please reopen if you are still having a performance issue.
