CPAN/arch-less distribution would be useful

The CPAN/arch directory is over 4.5 MB and by necessicity, most of it is irrelevent to any given platform. Additionaly, many arches are not being kept up to date so the files are of limited use on those platforms. (For instance, on a number of platforms, the arch dirs only contains files for perl 5.6, but CVS only support 5.8+). When you add the fact that users will have to build their own modules on many odd ball platforms (FreeBSD/ia64, most NetBSD platforms, etc), a distribution that didn't contain this directory would be useful.
Brooks - builds after January 17th 2005 should have a .no-cpan-arch.tar.gz file.
There are 536 bugs in the database with targets of '---' that were fixed prior to new year 2006. I am setting them to targets of 6.2.1 to keep them from showing up in my queries.
