Using listen 1, the client id is always prefixed to the returned value. When listen is 0, rescan returns 
"rescan" but if listen 1, rescan returns "<ClientID> rescan".  There's no valid logic to the difference, and 
no reason to prefix such "global" commands with the ClientID.

There are 536 bugs in the database with targets of '---' that were fixed prior to new year 2006.  I am setting them to targets of 6.2.1 to keep them from showing up in my queries.
