Some settings with an empty optionsURL still show up. And the classic/fishbone skins always display a Settings link, even if there's none.

No fix without a bug report.

Change 16641

- remove settings link from plugins page if empty optionsURL is defined in install.xml; the settings hash value is a reference to an array - have to check for the array's length.

- hide non-existing settings link from classic & et al. pages, too
