Album art doesn't display for folders with Hebrew names

My library is a FLAC library, the folder structure is set up as artist/album/songs All album art is saved as 'cover.jpg' in the relevant album folder. For English albums with English artist and album names, the album art displays fine. If either the artist or album folder name is in Hebrew, the Album Art won't display at all. I tested by changing one of the artist/album combos to English, and then the album art displayed fine. Another album with an English artist name and Hebrew album name did not display album art. I upgraded to 6.5.5 and 7.0 and the problem still exists, now I'm back on 6.5.4.
Michael: could this be a right-to-left issue in the web ui?
The web UI displays the artist and album names fine in Hebrew (they're in the FLAC tags) - it's the Folder name on the hard disk that's in Hebrew. Maybe the software doesn't know how to search inside a folder that's not in English? It gets the right album and songs because the FLAC files are on the HDD, but it apparently doesn't scan the 'cover.jpg' file. Does this make sense?
I think we still have issues with non-latin file/path names. Will have to digg a bit more.
