In Advanced->Logging, I check "Save logging settings for use at next application restart", change some settings and restart the server.  Any "plugin.*" settings revert to the default.  Other logging settings persist as expected.

I should mention that this bug seems to apply to both core plugins and 3rd party plugins.

merging so that effort in the problem can be combined.
