Assigning this to myself for now--

Menu items that have no action associated with them should not display a > on the right-hand side.

This is mentioned in some other bugs as well. Will try to find and mark them as dependent on this one.

fixed in r560

original fix was problematic.

new fix: Jive r570, SS r13272 should do it. SS is doing most of the heavy lifting now.
