To get 24H time format in the status bar, 12H needs to be selected in the time format settings applet. And vice versa, to display time in 12H format, 24H needs to be selected in the settings menu. I am currently at version 529 (22/09 nightly), nut I think it has been like this for a couple of nightlies.
