SDL needs to use a monotomic clock

SDL can use a monotomic clock for the timers, but the version of glibc we are using in the ARM toolchain does not support this. This can lead to the timers not working correctly if the system time changes.
I'm inclined to target this post-7.0 unless there's a reason I shouldn't
