After doing some additional investigation it appears that the 'Synchronize Volume' feature is an all or nothing choice.  Simply setting one synced player to 'Sync player's voulume' all synced players to that player will have their volume synced.  It does not seem to matter what synchronize volume setting the other players have nor does it seem to matter the number of players one has synced.  This may be a limitation of the current Synchronize Volume feature.  Would it be possible to have the Synchronize Volume feature work like the Synchronize Player feature, perhaps even allow it to work independently of the Synchronize Player feature?  That is to have the ability to chose which players to synchronize volume to, just like the Synchronize Player feature works currently?  I changed the summary and severity accordingly.

from the settings descriptions:

SYNCHRONISE VOLUME
You can choose to have the volume levels for the synced players track each other or be independent. Make a selection below and click Change.

SYNCHRONISE POWER
You can choose to have this player turn off on its own, or turn off as a group with all other players in the group. Make a selection below and click Change.

perhaps a bit clearer with the POWER wording than the VOLUME wording, but that's how it works.  Tracking which players groups with which  for three different settings is just asking for trouble.  Consideration of something like this should really only happen when there is a full on division of developers.
