Upgrade flac binary to latest version

The flac binary being distributed with SlimServer is version 1.1.1 while the latest flac release currently stands at 1.1.4. The newer version should offer increased efficiency when transcoding to or from flac. It also offers the native ability to transcode from flac to flac, although be aware that this transcoding fails when id3v2 tags are present in the file.
I'm somewhat reluctant to put this in to 6.5.3 for fear of exposing some firmware decoder bugs. However, the workaround is easy: the end user can replace flac.exe (or whatever is appropriate for their platform) with ease. Also cc'ing Richard, our firmware developer, in case he has any particular wisdom.
Do we need the latest flac for 7.0?

I seem to remember that there is a new version of FLAC that has some important compatibility changes that Josh has been working on. Richard probably knows. best.

Wouldn't it be prudent to also make this change in the 6.5 branch?
