Mac Preference Pane Displays Hebrew only if Chinese Language is Secondary Language

The Macintosh preference pane for the OSX appears to display in English even if the primary language selected in the operating system is Hebrew. However, the preference pane will display in Hebrew only if the Mac's secondary language chosen is Chinese. Go figure. It will not display Hebrew if the secondary language selected is English, French, Italian, Spanish, German or Dutch. Dean thinks the code is set up correctly, and Dean is confident that this is an OSX bug and not something we can fix ourselves. Therefore, this issue will work as described above for 6.5.2. We need to: 1. Let customers know that this is an issue, 2. Inform Apple that this is a bug.
Apparently Apple does not have a Hebrew version of Macintosh OSX.
