Set server settings -> behavior -> group multi-disc sets as a single album and add a multi-disc set to the music library, then browse -> albums, notice each disc still shows up as its own album.

Big thanks to Steven for your help with this, I'm a tag noob. 

Per our conversation it might be worth adding some documentation to this setting, simply saying that group disc sets need to have the same album name in the album tag. Group disc tag information must be provided in the group disc tag or disc number tag, NOT the album name.
