the index page of the handheld skin in 5.2.1 had a link top right to the 
default skin. in 5.3.0b1 this link has changed to "Standard" and points back 
to itself. the old way was more useful...

the link was changed based on teh assumption that the handheld skin was used by
implicitly calling for it in the URL, while the server would be set to use
default or some other skin. If you set yoru server for default, and use 
http://serverIP:9000/Handheld/
for access to the handheld skin, the link should work as you expect.
