Tool for migrating prefs to 7.0

Obviously moving to 7.0 is going to involve a number of changes in the way items are dipslayed, and how some prefs are handled. Previously, we've had upgrade scripts to handle changes, but this could be bigger and take place over a longer period. I was thinking that when it comes to the point where it hits wider use, and for official release, that we might want to have a script that does the pref tweaking directly as part of the install/setup wizard. however, if the eventual plan ends up being a complete install, or a forced new default prefs file, we can always mark this one invalid at that time. For now, it's a placeholder so that it's not forgotten.
This is being handled by triode's prefs API with the migrate function.
