will not alow octet larger than 255 while attempting to enter something that begins with a 2.

I'm confused, you want to enter an octet that's bigger than 255?

No...  Like lets say you already had 192.168.0.10 for your IP address.  If you're scrolling through trying 
to change it to 222.222.222.222, it won't let you enter a 2 at the beginning of the first two octets.  You 
have to first change it to <155, then go back to the first digit and enter the 2.

this was as intended, and Dean did a great job improving this behavior for SB2
setup.  changing to worksforme...
