Weird report.  New integrator SRL in Tennessee ran in to this problem on this new eMac they picked up 
for an installation.  For some reason there was no ~/Library/Logs folder, so whenever he would click 
Start Server in system preferences, the button would grey out, and web access would never un-grey.  
Nor would Start Server.

Creating a Logs folder in ~/Library/ solved the problem.  But it would be nice if the server didn't get 
freaky because of something like this...

This bug is fixed by latest patch in cvs, so the bug should be closed.

Dave Nanian submitted a patch to create the logs folder if necessary on OSX.

There are 536 bugs in the database with targets of '---' that were fixed prior to new year 2006.  I am setting them to targets of 6.2.1 to keep them from showing up in my queries.
