This seems to be due to a problem with the background 'head' request.  We check for status=200 (OK), but IE returns 405 - method not allowed.  I can't seem to find any reason for this from any searches.  

'get' request works, so a solution is a 'get' request to a very small "ping" page handler.

Downloaded 10007 over the weekend. The refresh problem in the default skin seems fixed now.
