FOUC = flash of unstyled content.  http://www.bluerobot.com/web/css/fouc.asp

Not sure why, though, there's a script and a link in the head on that page...

Will review the outstanding SN bugs after 7.0 ships.

I assume this invalid as web Ui has been replaced.
