i.e.:
- rescan playlists only
- look for new and changed music
- clear library and rescan everything

also fixes a bug that cause the time to revert to midnight when an existing time is changed in 12 hour mode. also, only set if there is a new value entered.

mostly cut and paste, so easily done :)  I could have sworn this was actually a dupe, but I guess it has jut come up in the forum.

in trunk at change 6825.

can be closed when confirmed that the result is as desired.
