Ian's proposal is to change the windows api call used in socketwrapper to duplicate the output socket.  This appears to give better compatibility with unusual windows systems.  Looks good to me, but can't test on multiple windows systems - I suggest we include it in 6.5 and see if it causes problems?

I'll attach the patch here.
