We should print an error message either during the installation or when clicking start in the pref pane to tell the user that they need to upgrade to 10.3 or newer.

According to Dave Nanian, this is an easy thing to configure in the Mac installer build settings.  "It's in the project settings. You set a minimum version (it's right where the SDK settings are)."

I have a fix for this, looking for a 10.2 and 10.1 machine to test on.
