With blank prefs, the new artfolder pref sets a default but will complain since
the directory doesn't exist. The preference should probably default to nothing,
and check during artworkscan if the pref exists.  I'll take care of this, but I
wanted to note it here because I likely wont have time tonight.

There are 536 bugs in the database with targets of '---' that were fixed prior to new year 2006.  I am setting them to targets of 6.2.1 to keep them from showing up in my queries.

Long list of versions is confusing for new bug filers.
