Lame has a flag --abr to specify an average VBR bitrate. This is what we should
be using instead.

fixed convert.conf, etc

All convert lines done.  Also changed the CBR display that is used during
bitrate limiting in the trackinfo and status pane.

Dan,
let me know when is good.  can't see how this could cause harm, but never know
who might have a fit, so I'll hold off until instructed.

There are 536 bugs in the database with targets of '---' that were fixed prior to new year 2006.  I am setting them to targets of 6.2.1 to keep them from showing up in my queries.
