Re: 7.9.0-1407941539, 7.9.0-1408026452 and perhaps some earlier nightly builds

LMS fails to start if there is no cache folder, e.g. after running the Control Panel "Clean cache folder" option.

Nightly 7.9.0-1406814226 was fine so the problem crept in some time after that version.

(System used: Windows 7, 64 bit)
