Normally a new & changed scan will look for and find new artwork when the audio files have changed. However, if you've previously browsed the album and the 'missing' cover has been assigned to it, new artwork will not be found. Rescanning needs to differentiate between the missing placeholder cover and allow a real cover to be discovered.

Is this still an issue with 7.9?
