The rescan option "Only rescan playlists"... "Only" gives plenty of wiggle room...

If I delete a playlist (M3U file), or point my playlist directory somewhere with no playlists, then rescan my playlists, the old playlists still show up in the web GUI.

Rescanning playlists should handle removals, without a full rescan.

Please.

For reference to the developer looking at this, I can confirm these problems in my setup and there has already been a previously fixed bug a long time ago about the same issue (bug #6710)

And the problem still exists in the release candidate for 7.6.1, so it haven't been solved in all the 7.6.1 fixes.

A new & changed scan also fails to remove deleted playlists.

I experience the same issue with 7.9.0 and did not experience it with previous versions.  Scanner finds the correct set of playlists, but is not removing the playlists from the DB that have been deleted from the filesystem.  I attached my scanner log at the debug level, but I didn't see anything in it that looked particularly helpful.

Forgot to add: deleting the playlists manually through the web UI was successful.

This sounds like a side-effect of the simplistic "fix" to work around bug 16037.
