On the SB Touch (or fab 4) 

Go to Settings /Advanced / Alarm Clock / 

choose 'New Alarm'    in the Clock intereface, spin the 'minutes' (middle) column
and while the numbers are moving, slide the AM/PM indicator upward------it can go past the line and stick in the upper pane. If you click 'done' at this point it sets the time to AM.
