Filing bug per an escalated case from EMEA.

Use Case: 
1. User has Ext. Hdd connected and works fine w/ TinySC. 
2. User for the purpose of "power-saving" disconects AC from Touch and powers down Ext. Hdd. 
3. When everything is powered up again, Touch no longer recognizes Ext. HDD. 
4. User must disconnect Ext. Hdd and have Touch rediscover it again, this works, but is undesired.
