Autorescan options are still available in the web UI on Windows servers.

Whoops. I didn't notice that 'Network share detection interval' is still available. According to Andy it should also be hidden. It's not completely clear to me, but apparently it's only used when autorescan is enabled.

r32611 - force disable autorescan on Windows in case it was still set from an earlier beta version
