r9218  After a power loss when the power is restored, but there is no network there is no alarm icon displayed even if there is a valid fallback alarm event scheduled.

might be a simple fix, so keeping at 7.6.0 for now

my thinking is that this patch will cure not only this bug but every bug related to the alarm icon not appearing when it should.

Description: use AlarmSnooze's RTC fallback alarm timer state (running or not) to govern whether an alarm icon is present on the iconbar
This should fix all bugs that involve the iconbar to display the wrong thing for a  upcoming-within-24h alarm
