7.5.1 -r30836

I installed a new copy of SB server because of a recent up grade to windows 7. When first connected it pushed fw 8673 (downgraded)onto a Radio I had connected to the server. Several minutes later the server must have received an update then sent another update message to the Radio this time for fw9009.

This could lead a new user to get confused by two back to back updates.
