Filing a bug for a customer. I cannot test this issue myself, so I'm going to detail the issue as best as I can from the ticket.

Customer's network equipment:

Linksys WRT310N (Firmware v1.0.07-LS-HND)
 
Powerline Adapter (homeplug) is Belkin Powerline Gigabit (Model F5D4076-Sv1 version 1341)

Customer has tried this setup with both a router configured as a switch on the remote end of the powerline system and also the Receiver connected directly to the remote end of the powerline system setting up the Controller and Receiver in bridge mode.

The issue is the Receiver experiences intermittent connectivity. The customer has setup IP address reservations for all device MAC addresses.

Another strange thing, while setup in bridge mode and the Receiver gets stuck with a blue light while connected directly to the powerline network, the Controller will still work and he is able to ping the Controller's IP address. Also, the customer has an SB Radio connected wirelessly to the router, when the Receiver goes into this state, he's still able to use the Controller to control the SB Radio.
