Screen blinks every 15 minutes or so

CAT reported this issue, but I only confirmed it while I have two Touch units next to me with clock screensavers showing. It seems that every 15 minutes or so, the Touch screen blinks. I catch this in the corner of my eye while I am doing something else. Can't find original CAT report number.
Could that just be the time changing?
A blink is... what? Screen does dark and then comes back? Screen gets brighter and then dimmer? Is it a thing caused by the backlight or the LCD? I have a Fab4 just below my monitor at work all day long and I haven't seen this.

Snapshot calls Framework:draw to draw the current display on a new surface - make sure we don't update animations or use/update the dirty area of the screen for this type of draw as its not drawing onto the hardware surface.
I think this is now fixed - is anyone seeing it still?
