When password security is enabled in Settings/Advanced/Security then the ability to stop or start the Server by right clicking on the System Tray Icon is broken.  It says it is trying to stop the server but it fails.  

You must launch the Control Panel and then stop and start after logging into the control panel.

Maybe this is the intended behavior but assuming most users are like me, the real reason for enabling password security is to provide control over remote access to the Server rather than trying to control access from the local machine it is running on.

This is kind of a dupe of bug 15029: this would work if localhost (127.0.0.1) was added to the whitelisted hosts, right? Can you reproduce this issue with access to localhost allowed?

You're correct. When the local hosts exception is added, this problem goes away as well. Didn't realize it at the time but I've checked since and it is fine now.
