Add bitrate limiting to device UI

Currently, bitrate limiting can be applied to the SB Boom and other SB devices through the SqueezeCentre/SqueezeBox Server settings panel but not through the device UI itself. It would be a valuable enhancement to offer control of this through the device audio control panel. Here is an example use case in which the enhancement would be handy: In a home, a Boom is moved from location to location to serve various needs. Sometimes it may be in a bedroom, other times in a living room, other times on a deck. Wireless connection strength varies in the home, and even within particular rooms. In some locations, audio may be streamed from the server without any additional compression, while in others bitrate limiting must be applied to keep audio dropouts from occurring. Currently, the user must access a computer controlling the server and adjust settings. Potentially, this might require two or three trips to the computer. With the enhancement in place, the user simply accesses the device settings (perhaps under the audio settings) and changes the bitrate limit until an appropriate value is found.
Created attachment 6256 [details] max bitrate setting on player This adds bitrate limiting to the audio settings on ip3k ui. If LAME is not installed or not found, the setting is not present. Lame quality is still only selected on the server web UI as this really isn't something that is expected to be changed on the fly.
This would be a nice enhancement. Please consider adding it to the 7.5 beta and retargeting,
